Definition
The Authority Having Jurisdiction (AHJ) is the government office legally responsible for permitting and inspecting construction work at a specific property, usually a city building department or, outside city limits, the county. It follows legal boundaries rather than mailing addresses, and it decides which permits apply, what they cost and whether finished work passes.
Also called: Authority Having Jurisdiction
Why it matters to you
Around Vancouver, a mailing address does not always match city limits, so two neighbors can answer to different AHJs: the City of Vancouver for one and, for an unincorporated lot next door, usually the county building department. Check with Clark County or Multnomah County before work starts if you are outside city limits. Across the river, a Portland job is permitted by the City of Portland under Oregon rather than Washington rules.
Practical guidance
Check your property tax record or the city limits map to see whether your home is inside a city, then ask that building department what an HVAC replacement requires. This is general information, not legal advice.
