For electrically heated homes, Clark Public Utilities pays $500–$1,250 on qualifying heat pump installations — the largest rebates go to electric forced-air furnace conversions to variable-speed heat pumps — and $900 on qualifying ductless systems.
$1,600 gas furnace
Income-qualified NW Natural customers in Clark, Skamania, and Klickitat counties can receive a $1,600 incentive on a high-efficiency gas furnace (95%+ AFUE, the home's primary heat source).

For our Gresham, Troutdale, and Portland customers, Energy Trust runs heat pump, furnace, and weatherization incentives through participating utilities. Amounts change through the year, so we check the current Oregon numbers when we quote your project.
It ended. Per the IRS, the federal Energy Efficient Home Improvement Credit (25C) applies only to qualifying property placed in service before December 31, 2025 — so it doesn't apply to new installations. If a 2026 sales pitch still leans on a federal tax credit for a standard HVAC install, question the rest of the pitch too. The programs above are what's actually real right now.

NW Natural gas homes in Clark, Skamania, or Klickitat County may qualify for Energy Trust of Oregon's income-qualified $1,600 furnace incentive.
